Texas Tech University (TTU) is audited as a part of the Single Audit of the State of Texas.  This audit complies with the requirements of OMB Circular A-133 “Audits of States, Local Governments, and Non-Profit Organizations.”  There is not a separate audit for TTU. The Statewide Single Audit is an annual audit for the State of Texas. It is conducted to ensure the State complies with the Single Audit Amendments of 1996 and Office of Management and Budget (OMB) Circular A-133. Federal portion - The State Auditor's Office contracted KPMG, LLP, to perform the federal portion of the 2006 Statewide Single Audit. The federal portion included a review of compliance and controls over the State's federal awards and an audit of the Schedule of Expenditures of Federal Awards. The two reports are submitted to the Federal Government to fulfill Single Audit reporting requirements.

TTU did not have any findings for the year ended August 31, 2006. There were two Student Financial Aid findings for the year ended August 31, 2005 discussed on pages 312 and 313. The needed changes were in place and working immediately following the findings. These findings do not generalize to TTU’s research, instructional, or public service sponsored programs.

TEXAS TECH UNIVERSITY’S MOST RECENT ANNUAL FINANCIAL REPORT

Texas Tech University is included in the State of Texas 2006 Comprehensive Annual Financial Report (CAFR) for the Year Ended August 31, 2006. The CAFR is available for download at http://www.window.state.tx.us/fm/pubs/cafr.  See pages 17 and 18 for the Independent Auditors report.  Other specific references to TTU are on page 177, which notes that TTU does not prepare a separate financial report.
