Tips Before You Start

especially if you are using
Grants.gov for the first time.
- Grants.gov requires use of a free
software program called PureEdge Viewer to open and work on
application packages. PureEdge was written for Windows
machines, but will work on Macintosh (and other non-Windows
systems) when using a Windows emulation program.
- Principal investigators and campus staff
do not create Grants.gov accounts. The only account holders
are ORS research administrators who submit applications with
Grants.gov.
- The Data Universal Number System (DUNS)
number for Texas Tech University is 0413670530000.
- Principal investigators and campus staff
do not submit the application. ORS research administrators
submit applications with Grants.gov. PIs must submit a
printed proposal copy to ORS for review along with the
signed Internal Routing Sheet. After ORS reviews the printed
proposal and the Internal Routing Sheet, the completed and
checked final application package is uploaded to the ORS
Dropbox. ORS then submits the application to Grants.gov.

Overview of Steps
- Proposal preparers download an
application package and,
- with software provided by the system,
fill out the application and attach necessary documents to
create a single application file.
- Preparer uploads electronic file to ORS.
- After checking for completeness, ORS will
submit it to Grants.gov.
- Grants.gov will check it and if there are
no errors they will send it to the appropriate agency.
- In some cases the agency will send error
messages to ORS and to the PI. Corrections must be
made by the PI and the file re-uploaded to ORS. Then
the file must be resubmitted through Grants.gov by ORS.

Finding Opportunities
To begin the process of using Grants.gov,
start at the main page of the site:
http://www.grants.gov/.
In the center of the page you will see two columns: "Find
Grant Opportunities" and "Apply for Grants." On the left
side are the pages for finding grant opportunities; on the
right are the pages related to applying for grants. Note
these are only grants, not contracts. (Click on thumbnail to
view.)

You can use this section of Grants.gov for
two purposes:
- One is general searching for relevant
funding opportunities.
- Second, you must locate the specific
funding opportunity when you intend to apply for a grant.
All grants available from the federal
government are supposed to be listed here.
There are good searching tools. Click
on "Search for
Grant Opportunities." This will show you the various
searching options.
Also, you can
subscribe to receive notifications of new opportunities as
they arise. This is only to receive grant notices, not
to apply for grants.

Download and Install PureEdge
Viewer - PC/Windows Instructions
- PureEdge is a small, free program
required by Grants.gov to access, complete and submit
applications. The software should be installed by
everyone who will be working on the submission. This
needs to be installed prior to opening a grant application
package. People who will be only contributing
documents, such as PDF files will need not need the
software.
- To install the viewer, go to
http://www.grants.gov/DownloadViewer and download the
Viewer and Upgrade patch.

Download and Install PureEdge
Viewer - Non-Windows Instructions
- Non-Windows users are able to download
and complete the PureEdge forms by taking advantage of the
free Citrix server. Non-Windows users are also able to
submit completed applications via the Citrix environment.

- Grants.gov in conjunction with NIH is
working on a non-Windows version of PureEdge. This
product has been promised for November 2006.

Applying for Grants
- Each application package is specific to a
specific grant program and cannot be used for other grant
programs.
- Use Grants.gov "Find"
to search for and identify the grant program you want to
apply for, and click the "Apply for Grant Electronically"
button at the bottom of the page.
- Or, if you know the program specific
Catalog of Federal Domestic Assistance (CFDA) number or
Funding Opportunity Number, go to
https://apply.grants.gov/forms_apps_idx.html, type in
the number, and download the application package AND
INSTRUCTIONS. You can search for CFDC numbers on
the
CFDA web site.
- The file will be brought to your
computer. You can begin to fill it out or just save it
to your computer (in a location that you can remember!) for
later use. You do not need administrator authority to
download just the application package.

Complete an
Application
- Application instructions provide guidance
on how to complete the application. The steps below
should be sufficient to have your application accepted by
Grants.gov. However, the agency may reject it in
a later step if you do not follow all of the program
application instructions.
- Complete all fields that are yellow, or
the application package will not be validated by Grants.gov.
If a yellow question does not apply, answer with a zero or
"N/A." Some fields may be mandatory for your
particular agency and are not marked in yellow. Please
read and follow the program applications carefully.
- For the SF 424 form, the DUNS number for
TTU is 0413670530000; the Employer Identification number (EIN)
is 1-75-6002622-A1; and the Congressional District is TX-19.

- Open and complete all the forms listed in
the mandatory box.
- Move all the forms in the mandatory box
to the "Completed Documents for Submission" box.
- Move all completed "optional" and/or
documents to the "Optional Completed Documents for
Submission" box.
- Click the "Check Package for Errors"
button. Make sure no errors are returned.
- Click the "Save" button to save the final
copy of the application.
- Make sure that the "Submit" button is now
active, although you will not be able to submit the
application.
- If you revise the application, you must
repeat the last three steps.

Deadlines
ORS requests applications 5
working days before the agency deadline to allow
sufficient time for review and error correction. Many
agencies require that all corrections be made and verified
before their deadline. This process can take several
days. If proposals are not received with sufficient time
for review, an "on-time" submission cannot be guaranteed.
ORS staff will do everything possible to get the proposal to
the sponsor on time. However, as the amount of time for
processing is reduced, so the chance for insurmountable
obstacles increases (such as sponsor overload and internet
problems). Therefore, faculty should make every effort
to provide the maximum time possible for ORS to process,
review and submit (and resubmit if necessary) their proposals.

Internal Routing Sheet
An Internal Routing Sheet must be completed
and routed with each proposal, including electronic proposals.
The Internal Routing Sheet needs to be completed, signed and
transmitted before ORS will submit your proposal on
Grants.gov.

Uploading the Grants.gov
Application to ORS
PIs and others completing Grants.gov
packages will upload their
completed
Grants.gov file to the ORS Drop Box located on the ORS
website. Located on the
Grants.gov information page, it is secured by e-Raider
authentication. Anyone who has an active e-Raider
account can upload a Grants.gov file to the ORS Dropbox.

After
Submission to Grants.gov
- After the application is submitted, the
ORS administrator will receive e-mail and forward it to the
PI.
- E-mail from Grants.gov will confirm if
the proposal was received and if it passed or failed data
verification.
- Later, e-mail from the agency will
confirm that the agency received the application and if it
passed or failed data verification.
- If there are errors in Grants.gov
submission, you must correct them and re-upload the
application to the ORS Dropbox so that ORS can check the
corrections and resubmit the application.
- Once the proposal has been accepted by
the agency, it is no longer in Grants.gov. The only
way to check on its status is to query the agency (i.e.,
FastLane for NSF proposals).
